First Homes eligibility criteria
Applicants applying for a First Home must meet the First Homes eligibility criteria as follows:

They must have been living within the borough of Bury (Whitefield, Bury, Prestwich, Ramsbottom, Tottington or Radcliffe) for at least six months or more prior to applying for a First Home (if applying with others, only one applicant needs to meet this criteria). Members of the Armed Forces, the divorced or separated spouse or civil partner of a member of the Armed Forces, the spouse or civil partner of a deceased member of the Armed Forces (if their death was caused wholly or partly by their service) or veterans within five years of leaving the Armed Forces are exempt.

They must not have current or former rent arrears or history of anti-social behaviour with the Council.
They must be a first time buyer aged 18 years or older. If buying with others, all buyers must be first time buyer’s (even if they are not all going on the mortgage). The definition of a first-time buyer is a person buying property for the first time who has not previously owned property before.

They/the household must not earn more than £80,000 a year before tax. This is income from the previous tax year (if buying with others, income is the total amount all applicants earned in the previous tax year).
They must be able to obtain a mortgage for at least 50% of the discounted purchase price. They cannot buy a First Home if they do not need a mortgage for at least 50% of the discounted purchase price.
They must have a valuation by an accredited independent surveyor prior to purchase, to ensure the discount is based on the actual market value.

They will have to pay an administration fee to the Council equal to 1% of the discounted value of a First Home upon completion of the sale.
A property purchased under the First Homes Scheme must be the buyers' only/main residence during ownership of the property.
